Scope of Work
The contractor shall provide a turnkey solution, including design, equipment procurement, installation, configuration, testing, validation, and user orientation for a fully operational video surveillance system. The system must ensure full coverage of designated areas with no blind spots.
Key System Requirements
- Components: One (1) Network Video Recorder (NVR) system with minimum 30-day video retention, six (6) 4K dome cameras, two (2) 8MP fisheye cameras, and three (3) 4K multi-head exterior cameras. One (1) workstation with monitor(s), PoE switches, and UPS.
- Infrastructure: All required infrastructure, including plenum-rated, shielded Cat6a cabling, conduit, mounting hardware, and junction boxes. New conduit is required for new camera locations, while existing conduit may be used for replaced cameras.
- Standalone Operation: The system must be a standalone, local, closed network only. It shall not include Wi-Fi, remote access, cloud-based services, or any external data transmission. All video storage and management must be locally hosted on the NVR.
- Equipment Standards: All equipment must be new, commercially available, meet or exceed stated requirements (brand name or equal), and be Section 889 compliant. Cameras must meet or exceed 4K (8MP) resolution, have low-light capability, PoE, and ONVIF Profile S/T compliance (a hard requirement). RAID 1 or 5 is required for NVR redundancy.
Security & Access Requirements
Contractor personnel will require active security clearances and will be continuously escorted when accessing controlled areas within the SCIF (Building 848). Background checks are required for installation access. Prevailing wage (Davis-Bacon) and union labor requirements are not applicable as this is considered an equipment supply requirement.
Site Visit
A site visit is strongly encouraged to verify existing conditions and system requirements. It is scheduled for Thursday, April 9, 2026, at 1300 MDT at Cannon Air Force Base. Offerors are responsible for assessing site conditions and including all necessary equipment in their proposals.
Submission Requirements & Timeline
- Personnel List for Site Visit: Submit full names by Friday, April 3, 2026, at 1400 MDT.
- Proposals Due: Monday, April 20, 2026, at 1400 MDT. Late submissions may not be considered.
- Required Submittals: A Bill of Materials (BOM) identifying manufacturer and model number for all proposed equipment, product specifications, system layout, and Section 889 compliance certification.
- Period of Performance: 30 Days After Award.
