Quick Summary

The Department of Veterans Affairs (VA), Network Contracting Office 7, has issued a Solicitation (36C24726R0026) for a VISN 7 Construction Multiple Award Task Order Contract (MATOC). This Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract seeks Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) to provide comprehensive construction services across VISN 7 facilities. Proposals are due May 28, 2026, at 2:00 PM EDT.

Opportunity Overview

This MATOC will cover a broad range of construction, maintenance, alteration, and repair services for real property at eight major VISN 7 medical facilities and other VA-owned medical facilities. The scope includes civil, HVAC, mechanical, electrical, plumbing, fire protection, life safety, architectural, carpentry, flooring, masonry, earthwork, concrete, and asphalt paving. Future task orders may also include additional VHA facilities within an expanded geographical footprint. The solicitation includes three "seed projects" to demonstrate the scope:

  • Seed Project 1: Renovation of Restrooms, Stairwells, and Doors at the Charleston VAMC, including asbestos and lead paint abatement.
  • Seed Project 2: Relocation of Radiology & Nuclear Medicine at the Carl Vinson VA Medical Center in Dublin, GA.
  • Seed Project 3: Correction of Egress Door Deficiencies at the Tuskegee VAMC. Clarifications from Amendment 0003 detail stair construction (precast terrazzo, NFPA egress), ICRA requirements, and phasing for work, including potential after-hours or weekend work for stairwells.

Eligibility & Submission

This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offerors must be certified SDVOSBs in the SBA database at the time of submission and award, registered in SAM.gov, and comply with VETS 4212 reporting. The VAAR 852.219-75 (Limitations on Subcontracting) applies, requiring general construction contractors to not pay more than 85% of the contract amount to non-SDVOSB/VOSB firms. Proposals will be evaluated using a "Highest technically rated with a fair and reasonable price" approach, considering Technical (Experience and Quality Control), Past Performance, and Seed Project Price Proposals. Technical proposals are limited to 40 pages. Offerors must propose a firm-fixed price for at least one of the three seed projects; bidding on all three is not mandatory, but bid bonds are required for each seed project proposed. Updated Past Performance requirements (Amendment 0002): All submitted projects must have been awarded, executed, or completed within the preceding five years, with at least two projects exceeding $1,000,000. Submission requires one electronic copy via email and four hard copies of the technical proposal. A new FAR clause, 52.222-90 (Addressing DEI Discrimination by Federal Contractors), has been added.

Key Attachments & Notes

Important attachments include forms for Contractor Experience, Surety Limitations, Past Performance Questionnaires, Subcontractor Consent, and Experience Modification Rate (EMR).
