Opportunity Details
This MATOC will support eight VISN 7 major medical facilities and other VA-owned facilities. The scope includes demolition, renovation, new construction, and alterations across various trades such as civil, HVAC, mechanical, electrical, plumbing, fire protection, life safety, architectural, carpentry, flooring, masonry, earthwork, concrete, and asphalt paving.
Three "seed projects" are included to demonstrate the scope:
- Seed 1 (Project #534-23-910): Renovation of restrooms, stairwells, and doors at the Ralph H. Johnson VA Medical Center in Charleston, SC. This project has a 475-calendar day period of performance and requires careful phasing, Infection Control Risk Assessment (ICRA) Level IV, and handling of asbestos and lead paint. Superintendents may be dual-hatted for SSHO/QA/QC.
- Seed 2 (Project #557-20-101): Relocation of Radiology & Nuclear Medicine at the Carl Vinson VA Medical Center in Dublin, GA. For this project, key personnel (Superintendent, SSHO, QC Manager) must be separate full-time individuals.
- Seed 3 (Project #619A4-25-102): Correction of Egress Door Deficiencies at the Tuskegee VA Medical Center, AL. Similar to Seed 2, key personnel (Superintendent, QC Manager, SSHO) cannot be shared or double-hatted.

Eligibility & Submission
This is a Total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offerors must be certified SDVOSBs in the SBA database and registered in SAM.gov.
Proposals will be evaluated based on Technical (Experience and Quality Control), Past Performance, and Seed Project Price Proposals. Technical proposals are limited to 50 pages, excluding CPARs, Quality Control Plans, resumes, and supporting attachments. Past performance projects must be completed within the last five years, with at least two projects exceeding $1,000,000.
Offerors must submit a firm-fixed price for at least one of the three seed projects; each seed project is evaluated independently. Bid bonds are required for each proposed seed project. The SBA Bond Guarantee Program is acceptable. Mandatory electronic invoicing is required via Tungsten Network.
