Scope of Work

The MATOC will cover construction, maintenance, alteration, and repair services for real property at eight (8) VISN 7 major medical facilities and other related off-site VA-owned medical facilities. This includes demolition, renovation, new construction, and alterations. Specific trades encompass civil, HVAC, mechanical, electrical, plumbing, fire protection, life safety, architectural, carpentry, flooring, masonry, earthwork, concrete, and asphalt paving. Three "seed projects" are included to demonstrate the scope, covering renovations at the Charleston VAMC, relocation of Radiology & Nuclear Medicine at Carl Vinson VA Medical Center, and egress door deficiency corrections at Tuskegee VA Medical Center.

Contract Details

  • Contract Type: Indefinite Delivery, Indefinite Quantity (IDIQ) Construction MATOC. Task orders will be Firm Fixed Price.
  • Ordering Period: Five years from the date of award.
  • Maximum Aggregate Value: $900,000,000.
  • Minimum Order Guarantee: $1,000 per contract.
  • Task Order Magnitude: $2,000 to $30,000,000.
  • NAICS Code: 236220 (Commercial and Institutional Building Construction), with a $45 million size standard.

Eligibility & Evaluation

This is a 100% SDVOSB Set-Aside. Offerors must be certified SDVOSBs in the SBA database at the time of submission and award, and registered in SAM.gov. Evaluation will use a "Highest technically rated with a fair and reasonable price" approach, considering Technical (Experience and Quality Control), Past Performance, and Seed Project Price Proposals. Technical proposals are limited to 40 pages. Offerors must propose a firm-fixed price for at least one of the three seed projects.

Past Performance Requirements: All submitted projects must have been awarded, executed, or completed within the preceding five (5) years, and a minimum of two projects must have a value exceeding $1,000,000. Subcontractor consent forms are required for past performance evaluation. Bonding capacity is an evaluated element.

Submission & Amendments

Proposals require one electronic copy (technical and price) via email and four hard copies of the technical proposal. Amendments have provided clarifications, RFI answers, site visit rosters, and updated the effective date. Amendment 0003 (posted April 27, 2026) added FAR clause 52.222-90. Offerors are responsible for monitoring SAM.gov for further updates.
