Eligibility & Evaluation

This is a Total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offerors must be certified SDVOSBs in the SBA database and registered in SAM.gov. The NAICS code is 236220 (Commercial and Institutional Building Construction) with a $45 million size standard.

Evaluation will follow a Highest Technically Rated with a Fair and Reasonable Price approach (FAR Part 15.2), considering Technical (Experience and Quality Control), Past Performance, and Seed Project Price Proposals.

  • Technical Proposal: Limited to 50 pages; CPARs, QC plans, resumes, and supporting attachments are excluded from the page count. Tables, charts, and figures may use a 10-point font.
  • Past Performance: All submitted projects must have been awarded, executed, or completed within the preceding five years, with at least two projects exceeding $1,000,000. Past Performance Questionnaires (PPQs) must be submitted directly by the respondent.
  • Bonding: SBA Bond Guarantee Program is acceptable. Bonding capacity is an evaluated element, and bid bonds are required for each proposed seed project.
  • Key Personnel: For Seed Projects 2 and 3, roles such as Superintendent, Site Safety and Health Officer (SSHO), and Quality Control Manager (QCM) must be filled by separate full-time individuals; dual-hatting is not permitted.

Submission Requirements

Offerors must submit one electronic copy of the technical and price proposal via email, and four hard copies of the technical proposal per seed project. Bid bonds must be submitted via email only. No new Requests for Information (RFIs) are being accepted.

Seed Projects

The solicitation includes three seed projects:

  1. Seed 1 (Project #534-23-910): Renovation of restrooms, stairwells, and doors at the Ralph H. Johnson VA Health Care System in Charleston, SC. Period of Performance is 475 calendar days.
  2. Seed 2 (Project #557-20-101): Relocation of Radiology & Nuclear Medicine at the Carl Vinson VA Medical Center in Dublin, GA.
  3. Seed 3 (Project #619A4-25-102): Correction of egress door deficiencies at the Tuskegee Veterans Affairs Medical Center, AL. Wage determinations for each seed project have been provided and updated through Amendment 0008.
