Scope of Work
The MATOC will cover diverse construction activities, including demolition, renovation, new construction, and alterations. Specific trades include civil, HVAC, mechanical, electrical, plumbing, fire protection, life safety, architectural, carpentry, flooring, masonry, earthwork, concrete, and asphalt paving. The solicitation includes three seed projects:
- Seed 1 (Charleston VAMC): Renovation of restrooms, stairwells, and doors, involving asbestos abatement, lead paint removal, ICRA Level IV precautions, and specific material specifications. Personnel for Seed 1 may be dual-hatted for Superintendent, SSHO, and QC Manager roles. The Period of Performance is 475 Days.
- Seed 2 (Carl Vinson VA Medical Center, Dublin, GA): Relocation of Radiology & Nuclear Medicine, requiring specialized medical equipment installation (CT, MRI, X-ray, Ultrasound), radiation shielding, and medical gas systems. For Seed 2, Superintendent, SSHO, and QC Manager roles must be filled by separate full-time individuals.
- Seed 3 (Tuskegee VAMC): Correction of egress door deficiencies, including door/frame replacement and integration with electrical, safety, and security systems.
Contract Details
- Contract Type: Indefinite Delivery, Indefinite Quantity (IDIQ) Construction MATOC, with firm-fixed price task orders.
- Ordering Period: Five years from the date of award.
- Maximum Aggregate Value: $900,000,000.
- Minimum Order Guarantee: $1,000 per contract.

Eligibility & Submission Requirements
- Eligibility: Offerors must be certified SDVOSBs in the SBA database at the time of submission and award, registered in SAM.gov, and comply with VETS 4212 reporting.
- Proposal Due Date: June 17, 2026, at 2:00 PM Eastern Time.
- Submission: One electronic copy of the technical and price proposal via email, and four hard copies of the technical proposal per seed project proposed. Overnight courier is acceptable.
- Technical Proposal: Limited to 40 pages. Attachments such as Surety Letters, EMR Letters, and Certifications do not count towards the page limit.
- Past Performance: All six submitted projects must have been awarded, executed, or completed within five years from the proposal due date, with a minimum of two projects exceeding $1,000,000. Past Performance Questionnaires (PPQs) must be submitted directly by the reference to the government.
- Bonding: Bid bonds are required for each seed project proposed. The SBA Bond Guarantee Program is acceptable, and a surety letter on letterhead is sufficient.
- Safety: An Experience Modification Rate (EMR) greater than 1.0 or specific OSHA violations (four serious, one repeat, or one willful within three years) may lead to disqualification.
- Invoicing: Mandatory electronic submission via Tungsten Network e-Invoicing.
- Subcontracting: VAAR 852.219-75 applies; for general construction, not more than 85% of the contract amount can be paid to non-SDVOSB/VOSB firms. A mandatory certification is required.
