Scope of Work
The MATOC will cover diverse construction activities, including demolition, renovation, new construction, and alterations. This encompasses various trades such as civil, HVAC, mechanical, electrical, plumbing, fire protection, life safety, architectural, carpentry, flooring, masonry, earthwork, concrete, and asphalt paving. Three "seed projects" are included in this solicitation to demonstrate the scope of work:
- Seed 1 (Project 534-23-910): Renovation of restrooms, stairwells, and doors at the Ralph H. Johnson VA Health Care System in Charleston, SC. This includes asbestos abatement and adherence to strict Infection Control Risk Assessment (ICRA) protocols (Level IV precautions).
- Seed 2 (Project 557-20-101): Relocation of Radiology and Nuclear Medicine to 5A at the Carl Vinson VA Medical Center in Dublin, GA. This involves complex medical equipment installation (CT, MRI, X-ray, Ultrasound) and specialized infrastructure requirements (RF shielding, radiation shielding).
- Seed 3 (Project 619A4-25-102): Correcting egress door deficiencies at the Tuskegee Veterans Affairs Medical Center, AL.
Contract Details
- Contract Type: Indefinite Delivery, Indefinite Quantity (IDIQ) Construction MATOC.
- Ordering Period: Five years from the date of award.

Set-Aside & Eligibility
This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offerors must be certified SDVOSBs in the SBA certification database at the time of submission and award, registered in SAM.gov, and comply with VETS 4212 reporting. The applicable NAICS Code is 236220 (Commercial and Institutional Building Construction) with a size standard of $45 million.
Submission & Evaluation
Proposals will be evaluated using a "Highest Technically Rated with a Fair and Reasonable Price" approach, following FAR Part 15.2 procedures. Evaluation factors include Technical (Experience and Quality Control), Past Performance, and Seed Project Price Proposals.
- Technical Proposal Page Limit: 50 pages (excluding CPARs, quality control plans, resumes, surety letters, EMR letters, and certifications).
- Submission: One electronic copy of the technical and price proposal via email, and four hard copies of the technical proposal (price proposals not required in hard copy).
- Precedence: In case of discrepancies, electronic copies of technical proposals will prevail over hard copies.
- Past Performance: All submitted projects must have been awarded, executed, or completed within the preceding five (5) years, with a minimum of two projects exceeding $1,000,000 in value.
- Personnel Requirements: For Seed 2 and Seed 3, key roles such as Superintendent, Site Safety and Health Officer (SSHO), and Quality Control Manager (QCM) must be filled by separate full-time individuals; dual or triple-hatting is not permitted.
- Bonding: SBA Bond Guarantee Program is acceptable. Bid bonds are required for each seed project proposed.
