Contract Details
Contracts awarded will be FAR-based, fixed-price, potentially including fixed-price incentive fee contracts. The period of performance for individual solution briefs or Commercial Solution Proposals (CSPs) is generally no greater than 12 months, unless specified otherwise in an AoI.
Submission & Evaluation
The multi-phased process includes:
- Phase 1: Solution Brief (max 5 pages/15 slides) detailing technology, innovation, and rough order of magnitude price.
- Phase 2: Presentation/Pitch (if invited).
- Phase 3: Commercial Solution Proposal (CSP) (if invited). Evaluation focuses on responsiveness, technical merit, and funding availability.
Eligibility
Both traditional and non-traditional defense contractors are eligible. Foreign-owned businesses may submit independently or as part of a teaming arrangement with U.S.-owned businesses. There is no specific set-aside for this CSO.
Active Areas of Interest (AoIs)
- AoI 0001 - Oil Test Stand: Industry questions and answers have been added. A site visit is scheduled for July 15, 2025, at 10:00 AM CST. The submission deadline for written solutions is August 6, 2025, at 5:00 PM CDT.
- AoI 0002 - Automatic Storage and Retrieval System (ASRS): Industry questions and answers have been added. This AoI seeks innovative solutions to update and modernize ANAD's ASRS IT components for STIG compliance. The submission deadline for written solutions is July 10, 2025, at 5:00 PM CDT.
Important Notes
All submissions must be unclassified. Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov and PIEE to receive an award. The government reserves the right to amend the CSO and to award to all, some, or none of the selected solutions.
