Scope of Work
The primary objective is to replace the existing Schenck Job Corps pump station and force main, establishing a connection between the Davidson River Campground and Pisgah Ranger District facilities (north of US 276) and the City of Brevard Wastewater Collection System. The detailed technical specifications (Attachment 2) cover extensive work including demolition, clearing, grading, excavation, trenching, erosion control, paving, concrete work, water distribution, gravity and pressure sewer installation, piping, valves, horizontal directional drilling, grassing, metal work, electrical systems, standby power, and submersible sewage pumps. Attachment 4 provides an index to the project drawings and plans.

Submission & Evaluation
Award will be made to a single responsible source based on the highest technically rated quotation, considering fair and reasonable pricing and acceptable or neutral past performance. Tradeoffs will not be conducted.
- Quotation Submission: Submit via Attachment 5 (Schedule A Bid Form) and other required documents.
- Technical Approach: Must include three relevant construction projects (prime contractor, $250k+, water/wastewater utility work, completed within 7 years) and a narrative of the overall approach (sequence, trades, subcontractor management, risk mitigation, key personnel). Technical approach is limited to six 8.5x11 pages.
- Past Performance: Submit information on the three relevant projects via questionnaire (Attachment 8), CPARS/CCASS report, or equivalent. Completed PPQs can be sent directly to the government by March 2, 2026, 5:00 PM EST.
- Bid Guarantee: A scanned copy of a fully executed Bid Guarantee (SF 24 and Power of Attorney) is required.
