Submission & Evaluation
This is a combined synopsis/solicitation issued as a Request for Quotation (RFQ). Award will be made to the offeror with the highest technically rated quotation, considering fair and reasonable pricing and acceptable or neutral past performance; tradeoffs will not be conducted. Required submissions include:
- Acknowledgment of amendments (SF-30).
- Bid Guarantee (SF 24 and Power of Attorney).
- Technical Approach: Must include three relevant construction projects (valued at $250,000+, completed within 7 years, involving water/wastewater utility work, trenchless installation, and/or pump station construction). A narrative of the overall approach, including task sequence, understanding of trades, subcontractor management, risk mitigation, and key personnel, is required.
- Past Performance: Submit information on the three relevant projects via the provided Past Performance Questionnaire (PPQ) template, CPARS, or CCASS report. PPQs can be sent directly to the government by March 2, 2026.
- Schedule of Items (Attachment 5-DRCG Brevard Sewer SOI). Offerors must hold prices firm for 90 calendar days.
