Project Overview
This combined synopsis/solicitation (RFQ) seeks to address failing infrastructure, significant sewer surcharges, and Sanitary Sewer Overflows by replacing the existing Schenck Job Corps pump station and force main. The project will connect the Davidson River Campground and Pisgah Ranger District facilities north of US 276 to the City of Brevard Wastewater Collection System. The anticipated contract type is Firm-Fixed Price, with a completion time of 270 calendar days from the Notice to Proceed.
Key Requirements & Deliverables
The scope includes demolition, clearing, grading, and excavation. Key installations involve gravity and pressure sewer lines, force mains (utilizing both open cut and horizontal directional drilling methods), and the construction of new lift stations complete with pumps, electrical systems, generators, and concrete structures. Other deliverables include pavement replacement, sediment and erosion control, and comprehensive sewer system testing (Mandrel/Deflection, Air/Infiltration, Manhole Vacuum). Compliance with the Davis-Bacon Wage Determination for North Carolina is mandatory. Performance and Payment Bonds, each at 100% of the original contract award price, are required within 5 days of award, with a Bid Guarantee of 100% of the bid price also necessary.
Submission & Evaluation
Offers are due by March 12, 2026, at 5:00 PM EST. Questions were due February 13, 2026. A highly encouraged site visit was held on February 5, 2026. Evaluation will be based on the highest technically rated quotation with fair and reasonable pricing and acceptable or neutral past performance; tradeoffs will not be conducted. The technical approach must demonstrate experience with three relevant construction projects ($250,000+, completed within 7 years, involving water/wastewater utility work, trenchless installation, or pump station construction), along with a narrative detailing the overall approach, risk mitigation, maintaining sewer service, and environmental impacts. Past performance will be assessed via a provided questionnaire, CPARS, or CCASS. Required submission documents include acknowledged amendments, Bid Guarantee, Technical Approach, Past Performance Questionnaire, and the Schedule of Items (Attachment 5). Quotes must remain firm for 90 calendar days.
