• Install mooring devices, deck fittings, and fenders.

• Construct a new bulkhead at Section S45 South.

• Dredging required beneath the existing Pier 1 to achieve depths between 32-40 ft MLLW, with a required minimum berthing depth of 23 ft MLLW and a required channel depth of 27 ft MLLW.

• Structural components include 36" concrete-filled steel pipe piles, reinforced concrete beam and pile cap framing, and precast concrete deck planks.

• Fire lane down the middle of the pier (20-ft total width, 15-ft unobstructed).

• Fire water supply system sized to deliver 2,000 GPM at 20 PSI residual pressure.

• Construction Contract Award is anticipated in September 2026.

• Construction is estimated to be complete by October 2029 (1000 calendar days).

• RFP Issue Date: February 2026

• Site Visit: March 2026

• Proposals Due: April 2026

• Acquisition Strategy: Full and Open Solicitation, Best Value Source Selection (BVSS) with Tradeoffs (Experience, Safety, Past Performance, Small Business Utilization, Management Approach and Schedule).

• Project Labor Agreement to be determined.
