Project Scope
This Design-Bid-Build project involves the demolition of an existing 1,570-foot long by 100-foot wide condemned US Navy pier. A new 1,000-foot long by 80-foot wide pier will be constructed to accommodate four Offshore Patrol Cutters (OPCs). The scope also includes a new 360-foot long bulkhead, laydown area, parking, stormwater management, and the installation of fire/potable water, electrical, telecommunications, and compressed air utilities. Dredging beneath the existing pier to achieve required depths is also part of the project.

Eligibility & Set-Aside
This Sources Sought is specifically targeting eligible small businesses, including Service-Disabled Veteran-Owned Small Businesses (SDVOSB), certified HUB-Zone, certified 8(a), Women-Owned Small Businesses (WOSB), and other small businesses. Large business submittals will not be considered for this Sources Sought. The Government will use responses to determine if a set-aside procurement is in its best interest. If a set-aside occurs, FAR clause 52.219-14 (Limitations on Subcontracting) will apply, requiring the prime contractor to perform at least 15% of the contract cost (excluding materials) with its own employees. If adequate small business interest is not received, the future solicitation may be issued as unrestricted.
Submission Requirements
Interested small businesses must submit a Capabilities Statement using the provided "Sources Sought Contractor Information Form" and "Project Information Form." Key information required includes:

- Complexity: Collectively demonstrate experience with five of six specified elements (e.g., steel pile, controlled demolition, drilled piles, reinforced concrete pile-supported, industrial utilities, civil work).
- Experience must be as a prime contractor, with limited exceptions for small business first-tier subcontractors under 13 CFR 125.2(g).
