Quick Summary

The Naval Facilities Engineering Systems Command, Mid-Atlantic (NAVFAC MIDLANT) is conducting market research via a Sources Sought Notice to identify eligible small businesses capable of performing construction services for the USCG Offshore Patrol Cutters (OPC) Homeport Pier project at Naval Station Newport, RI. This is not a request for proposal, and large business submittals will not be considered. The project magnitude is estimated between $100,000,000 and $250,000,000. Responses are due by February 4, 2026.

Project Scope

This Design-Bid-Build project involves the demolition of an existing 1,570-foot long by 100-foot wide condemned US Navy pier. A new 1,000-foot long by 80-foot wide pier will be constructed to accommodate four Offshore Patrol Cutters (OPCs). The scope also includes a new 360-foot long bulkhead, laydown area, parking, stormwater management, and the installation of fire/potable water, electrical, telecommunications, and compressed air utilities. Dredging beneath the existing pier to achieve required depths is also part of the project.

If a set-aside occurs, FAR clause 52.219-14 (Limitations on Subcontracting) will apply, requiring the prime contractor to perform at least 15% of the contract cost (excluding materials) with its own employees. If adequate small business interest is not received, the future solicitation may be issued as unrestricted.
