Quick Summary
The Department of the Navy, NAVFAC Systems Command Mid-Atlantic, is soliciting proposals for a Design-Bid-Build project to construct the USCG Offshore Patrol Cutters (OPC) Homeport Pier at Naval Station Newport, Newport, RI. This project involves significant demolition and new construction to support four OPCs. Proposals are due by June 15, 2026, at 2:00 PM EDT.
Scope of Work
This comprehensive project requires the demolition of the existing 1,570-foot-long Pier 1 and the construction of a new 1,000-foot-long by 80-foot-wide pier. Key deliverables include a new 360-foot bulkhead, laydown area, parking, and extensive utility infrastructure. Utilities encompass electrical, telecommunications, potable and fire protection water, sewer, and compressed air systems. The project also involves dredging to achieve required depths (32-40 ft MLLW), installation of mooring devices, deck fittings, and fenders. Structural components will utilize 36-inch concrete-filled steel pipe piles, reinforced concrete beam and pile cap framing, and precast concrete deck planks. Environmental considerations include managing sediments with detected arsenic, zinc, and asbestos, requiring adherence to a Soil Management Plan. Specific brand-name items are justified for the compressed air system (Kaeser), communications shore-tie receptacle (RussellStoll SKWR12XG), line insulation monitor (Bender ISOMETER iso685), and sanitary pump system (Overwatch OW21-4VV).
