Scope of Work

The project entails the demolition of an existing 1,570 ft long by 100 ft wide pier and the construction of a new 1,000 ft long by 80 ft wide pier. Additionally, a new 360 ft long bulkhead, laydown area, parking, and associated utilities (stormwater management, fire/potable water, electrical, telecommunications, and compressed air) will be constructed. The project requires CMMC Level 1 (Self) compliance and a signed Project Labor Agreement.

Contract Details

This is an Unrestricted, Full and Open Competition solicitation for a Firm Fixed-Price (FFP) contract. The estimated magnitude of construction is between $100,000,000 to $250,000,000. The North American Industry Classification System (NAICS) code is 237990 – Other Heavy and Civil Engineering Construction, with a small business size standard of $45,000,000. The period of performance is 918 calendar days for completion after award, with an anticipated award date in September 2026. A bid bond (SF-24) of 20% of the total bid price or $3M, whichever is less, is required.

Submission & Evaluation

Proposals must be submitted electronically via the PIEE system by June 09, 2026, at 2:00 PM EST. Evaluation will be based on Price and five non-price factors: Corporate Experience, Management Approach and Schedule, Safety, Past Performance, and Small Business Utilization and Participation. A best value tradeoff process will be used. A site visit was conducted on April 07, 2026.

Eligibility & Set-Aside

This is an Unrestricted procurement. Large business concerns are required to submit an Individual Small Business Subcontracting Plan (Attachment G) and demonstrate a minimum of 20% small business participation (Attachment F). Offerors must be registered in SAM.gov.

Amendment 0002, posted April 28, 2026, extended the proposal due date and updated several attachments, including the Price Proposal Form (Attachment H), Small Business Subcontracting Plan (Attachment G), and various drawings and specifications.
