Quick Summary

The Department of the Navy, NAVFAC Mid-Atlantic, has issued a Pre-Solicitation Notice for a Design-Bid-Build project to construct the USCG Offshore Patrol Cutters (OPC) Homeport Pier at Naval Station Newport, RI. This project involves the demolition of an existing pier and the construction of a new pier, bulkhead, and associated infrastructure. The procurement is Unrestricted for full and open competition, with an estimated magnitude between $100,000,000 and $250,000,000. The Request for Proposal (RFP) is anticipated on or about March 5, 2026, under solicitation number N40085-26-R-0001.

Scope of Work

This Design-Bid-Build project requires the demolition of an existing 1,570-foot long by 100-foot wide US Navy pier. The new construction will include a 1,000-foot long by 80-foot wide pier designed to accommodate four Offshore Patrol Cutters (OPCs), a new 360-foot long bulkhead, a laydown area, and parking facilities. Essential utilities will also be installed, including stormwater management, fire/potable water, electrical, telecommunications, and compressed air systems. Technical details from an Industry Day indicate the new pier will feature 36-inch concrete-filled steel pipe piles, reinforced concrete beam and pile cap framing, precast concrete deck planks, and a fire lane. Dredging will also be required to achieve specified depths.

Set-Aside & Eligibility

This procurement is advertised as "Unrestricted" for full and open competition. Market research, including a Dynamic Small Business Search and a Sources Sought Notice (issued January 20, 2026), indicated that there was not a reasonable expectation of receiving an adequate number of qualified small business responses. Therefore, a set-aside was not deemed appropriate. Large business concerns will be required to submit a subcontracting plan prior to contract award.

Evaluation & Submission

Source selection will utilize the best value continuum process (FAR 15.101-1, Tradeoff), requiring both non-price (technical and past performance) and price proposals. Evaluation factors are expected to include Experience, Safety, Past Performance, Small Business Utilization, Management Approach, and Schedule. All prospective offerors must be registered in the System for Award Management (SAM) to do business with the federal government. The RFP and all related documents will be available in Adobe PDF format on the PIEE and Sam.gov websites.
