Contract Details
This is an Unrestricted, Full and Open Competition solicitation for a Firm Fixed-Price (FFP) contract. The estimated magnitude of construction is between $100,000,000 to $250,000,000. The North American Industry Classification System (NAICS) code is 237990 – Other Heavy and Civil Engineering Construction, with a small business size standard of $45,000,000. The period of performance is 918 calendar days for completion after award, with an anticipated award date in September 2026. A bid bond (SF-24) of 20% of the total bid price or $3M, whichever is less, is required.
Submission & Evaluation
Proposals must be submitted electronically via the PIEE system by June 09, 2026, at 2:00 PM EST. Evaluation will be based on Price and five non-price factors: Corporate Experience, Management Approach and Schedule, Safety, Past Performance, and Small Business Utilization and Participation. A best value tradeoff process will be used. A site visit was conducted on April 07, 2026.
Eligibility & Set-Aside
This is an Unrestricted procurement. Large business concerns are required to submit an Individual Small Business Subcontracting Plan (Attachment G) and demonstrate a minimum of 20% small business participation (Attachment F). Offerors must be registered in SAM.gov.
