The new construction will include a 1,000-foot long by 80-foot wide pier designed to accommodate four Offshore Patrol Cutters (OPCs), a new 360-foot long bulkhead, a laydown area, and parking facilities. Essential utilities will also be installed, including stormwater management, fire/potable water, electrical, telecommunications, and compressed air systems. Set-Aside & Eligibility
This procurement is advertised as "Unrestricted" for full and open competition. Market research, including a Dynamic Small Business Search and a Sources Sought Notice (issued January 20, 2026), indicated that there was not a reasonable expectation of receiving an adequate number of qualified small business responses. Therefore, a set-aside was not deemed appropriate. Large business concerns will be required to submit a subcontracting plan prior to contract award.
Evaluation & Submission
