Quick Summary
The Department of the Navy, NAVFACSYSCOM MID-ATLANTIC, is soliciting proposals for a Design-Bid-Build project to construct the USCG Offshore Patrol Cutters (OPC) Homeport Pier at Naval Station Newport, RI. This project, valued between $100M and $250M, involves significant demolition and new construction to support four OPCs. This is an Unrestricted, Full and Open Competition. Proposals are due June 15, 2026, at 2:00 PM EDT.
Project Overview & Scope
The scope includes the demolition of the existing 1,570 ft long by 100 ft wide USN Pier 1 and the construction of a new 1,000 ft long by 80 ft wide pier. Key deliverables also involve building a new 360 ft bulkhead, developing a laydown area and parking, and installing comprehensive utilities such as electrical, telecommunications, potable and fire protection water, and compressed air systems. Dredging is required beneath the existing Pier 1 to achieve depths between 32-40 ft MLLW, with specific berthing and channel depths. Structural components will utilize 36-inch concrete-filled steel pipe piles, reinforced concrete beam and pile cap framing, and precast concrete deck planks. The project also mandates a 20-ft wide fire lane and a fire water supply system capable of delivering 2,000 GPM.
