This document provides the General Decision Number for prevailing wage rates applicable to building construction projects in Cache County, Utah. It is intended to inform bidders about the required minimum wage rates for various construction trades.

Bidders must use these prevailing wage rates to determine the minimum compensation for laborers and mechanics employed on the construction project. Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotations (RFQ). The USDA-APHIS-Wildlife Services requires the construction of a new kennel building for the Predator Research Facility in Millville, UT. The building will be a pre-engineered metal structure of approximately 3,400 sq ft, including kennel areas, a mud room, and a mechanical room.

• Construction of a new pre-engineered metal kennel building (approx. 3,400 sq ft).

• Building to include four sections: kennel areas A & B, mud room, and mechanical room.

• Adherence to final design documents developed by Cushing Terrell.

• Compliance with Federal Construction Wage Rates (Attachment 2).

• Work to commence within 10 calendar days after Notice to Proceed (NTP) and be completed within 365 days after NTP.

• Award will be made on Standard Form 1442.

• Estimated magnitude of the project is between $1M and $5M.

• Anticipated contract type is not specified but will be awarded as a result of this synopsis/solicitation.

• Quotes must be submitted by April 29, 2026, at 11 a.m. MT to james.g.roloff@usda.gov.

• Complete quote package must include the RFQ page, a breakdown of pricing, demonstration of relevant experience, and past performance information.

• Quotes will be evaluated based on the approach: highest technically rated with a fair and reasonable price. No tradeoffs between price and non-price factors will be considered.

• Evaluation factors include: Price, Technical Capability (relevant experience with pre-engineered metal buildings, technical approach including work sequencing, critical activities, project management, quality control, and safety), and Past Performance.

• Questions must be submitted by April 24, 2026, at 12 p.m. CT to james.g.roloff@usda.gov.

• This acquisition is open to all responsible small businesses.

• A site visit is scheduled for April 15, 2026, at 10 a.m. MT at the project location.

• USDA is exempt from sales tax.

• USDA has an Ombudsman Program for Agency Protests (OPAP).
