Scope of Work
The project requires the complete decommissioning and removal of an onsite 20,000-gpd wastewater treatment plant and its auxiliary systems. This also includes the removal of various components from the sewer pump station, such as pumps, rails, and the control panel. The contractor will be responsible for connecting the site to the existing municipal sewer system. All decommissioned and demolished materials must be taken possession of and removed entirely from the site. Detailed plans, specifications, and a bid schedule are provided in Attachments 2, 3, and 4, respectively.

Submission & Evaluation
Award will be made to the offeror with the highest technically rated quotation that also presents fair and reasonable pricing and acceptable or neutral past performance; tradeoffs will not be conducted.
- Technical Approach: Submit a sound, compliant approach, including details on three relevant construction projects (valued at $250,000+, water/wastewater utility work, completed within 7 years) and a brief narrative.
- Price: Quotations will be evaluated for fair and reasonable pricing. Bidders must use the Bid Schedule (Attachment 4) for pricing. The Davis-Bacon Wage Determination (Attachment 5) must be used for labor cost calculations.
- Past Performance: Provide information for three relevant construction projects via questionnaire, CPARS, or CCASS report. The Past Performance Questionnaire (PPQ) template (Attachment 7) should be completed by clients and submitted directly to the government by the due date.
