Scope of Work
This project requires the complete decommissioning and removal of an onsite 20,000-gpd wastewater treatment plant (WWTP) and its auxiliary systems. The contractor will also remove various components of the existing sewer pump station, including pumps, rails, and the control panel. The final phase involves connecting the system to the existing municipal sewer. The contractor will be responsible for taking possession of all decommissioned and demolished materials and removing them entirely from the site. Detailed construction plans and specifications are provided in Attachments 2 and 3.
Contract Details
This is anticipated to be a Firm-Fixed-Price contract with a magnitude estimated between $1,000,000 and $5,000,000. The period of performance is 270 calendar days from the notice to proceed.
- Set-Aside: Total Small Business Set-Aside (NAICS 237110, size standard $45 million).
- Bid Guarantee: Required at 30% of the bid price or $3,000,000.00, whichever is less.
- Performance & Payment Bonds: Both are required at 100% of the original contract award price, due 5 days after award. Acceptable forms include Irrevocable Letter of Credit, Payment Bond Form SF-25A, and Performance Bond Form SF-25. The Bid Bond form is SF24.
Submission & Evaluation
Offerors must submit quotations in five volumes: Acknowledgement of Amendments, Bid Guarantee, Technical Approach, Past Performance, and Price. SF30s and acknowledged amendments should be included in Volume 1.
- Technical Approach: Requires a narrative and submission of three relevant construction projects (valued at $250,000+, completed within 7 years, involving water/wastewater utility work).
- Past Performance: Evaluated based on questionnaires (Attachment 7), CPARS, or CCASS reports. Clients should submit PPQs directly to the government.
- Evaluation: Award will be made to the offeror with the highest technically rated quotation, fair and reasonable pricing, and acceptable or neutral past performance. Tradeoffs will not be conducted. Offerors must hold prices firm for 90 calendar days.
