Scope of Work
The project requires the complete decommissioning and removal of an onsite 20,000-gpd wastewater treatment plant and its auxiliary systems. This also includes the removal of various components of the sewer pump station (pumps, rails, control panel) and connecting the system to the existing municipal sewer at Lake Powhatan. The contractor will be responsible for taking possession of all decommissioned and demolished materials and removing them entirely from the site.
Contract Details
This acquisition is issued as a Request for Quotation (RFQ) and is anticipated to result in a firm-fixed-price contract. The magnitude of construction is estimated to be between $1,000,000 and $5,000,000. Both Performance and Payment Bonds, each for 100% of the original contract award price, are required within 5 days of award. The period of performance is 270 calendar days from the notice to proceed.
Submission & Evaluation
Quotes are due by March 9, 2026, at 5:00 PM EST. Offerors must hold prices firm for 90 calendar days. Award will be made to the offeror with the highest technically rated quotation that also has fair and reasonable pricing and acceptable or neutral past performance; tradeoffs will not be conducted. Proposal submission instructions require five volumes: Acknowledgement of Amendments, Bid Guarantee, Technical Approach, Past Performance, and Price. SF30s and acknowledged amendments should be submitted in Volume 1.
