Scope of Work
The project requires the complete decommissioning and removal of an onsite 20,000-gpd wastewater treatment plant and its auxiliary systems. This also includes the removal of various components from the sewer pump station, such as pumps, rails, and the control panel. The contractor will be responsible for connecting the system to the existing municipal sewer. All decommissioned and demolished materials must be taken possession of and removed from the site. The magnitude of this construction project is estimated to be between $1,000,000 and $5,000,000.
Contract Details
This is a Request for Quotation (RFQ), issued as a combined synopsis/solicitation, with an anticipated firm-fixed-price contract. The period of performance is 270 calendar days from the notice to proceed. Performance and Payment Bonds are required, each for 100% of the original contract award price, due 5 days after award. An irrevocable letter of credit or Payment Bond form SF-25A & Performance Bond Form SF-25 are allowed. A Bid Guarantee is required, amounting to 30% of the bid price or $3,000,000, whichever is less. The applicable NAICS code is 237110 with a small business size standard of $45 million.
Submission & Evaluation
Award will be made to the offeror with the highest technically rated quotation that also demonstrates fair and reasonable pricing and acceptable or neutral past performance; tradeoffs will not be conducted.
- Technical Approach: Requires a sound, compliant approach, including submission of three relevant construction projects (valued at $250,000 or more, involving water/wastewater utility work) completed within the last seven years, plus a brief narrative.
