Contract Details

The magnitude of the construction project is estimated between $1,000,000 and $5,000,000. Both Performance and Payment Bonds are required, each for 100% of the original contract award price, due 5 days after award. A bid guarantee of 100% of the bid price is also required. Submission & Evaluation

Quotations are due by March 9, 2026, at 5:00 PM EST. Award will be made to the offeror with the highest technically rated quotation, fair and reasonable pricing, and acceptable or neutral past performance; tradeoffs will not be conducted. Proposals must be submitted in five volumes: Acknowledgement of Amendments, Bid Guarantee, Technical Approach, Past Performance, and Price. The Technical Approach requires submission of three relevant construction projects ($250,000+, water/wastewater utility work) completed within the last seven years. Past performance information, including a Past Performance Questionnaire (Attachment 7), is due by March 2, 2026, 5:00 PM EST. Offerors must hold prices firm for 90 calendar days.
