Statement of Work (SOW)

To provide rubber removal and new airfield pavement markings at Mountain Home AFB, ID, in compliance with UFC 3-260-04.

• Remove rubber from runways 30 and 12 (approx. 420,000 sf).

• Remove and replace aircraft arresting cables as needed for rubber removal.

• Remove and replace markings on taxiways, parking aprons, flightline road, and other identified locations.

• Repaint taxiway edge and centerline markings on the Live Ordnance Load Area's (LOLA) C.

• Maintain cracks and sealant on the airfield shoulder on LOLA C, addressing small cracks (1/4" to 1 3/4") and larger cracks (1 1/2" to 4") per UFGS 32-01-17.61.

• Fill larger cracks with backup material and sand, applying herbicide prior to sealing.

• Clean existing cracks of vegetation, dirt, and debris.

• Restripe airfield markings after rubber removal, ensuring markings are retro-reflective and outlined in black on PCC portions.

• The total Period of Performance (POP) shall be 90 calendar days.

• Work will be conducted at Mountain Home AFB, ID.

• Markings must comply with UFC 3-260-04 and UFGS 32 17 23 Pavement Markings.

• Reflective beads (Type II) must be used on all airfield markings.

• Markings on asphalt require a black border; concrete surfaces require a black border.

• All work must be coordinated with the Airfield Manager and Project Manager at least seven (7) workdays in advance.

• Night work requires specific lighting and equipment, coordinated in advance.

• Contractor must provide all necessary lighting and equipment for night operations.

• All work must be coordinated with the Flight Operations Manager and/or Airfield Manager and approved two weeks in advance.

• Contractor must ensure all debris is removed daily and does not pose a Foreign Object Damage (FOD) hazard.

• Work is in an 8(A) Small Business Set-Aside.

• Contractor must comply with state, federal, and airfield laws and regulations.

• Wastewater and Solid Waste Disposal must comply with Specification 01 57 19.

• Hazardous Material Usage must be approved and tracked.

• All workers are subject to base rules of entry and exit and may be searched.

• Personnel require airfield access approval (EAL) separate from base access (SF-30).

• Contractor must employ qualified personnel and designate key roles (Superintendent, QC Manager, SSHO) with specific experience requirements.

• No equipment or materials are authorized to be stored on the airfield.

• Government will provide a laydown lot if Contractor chooses to have storage or facilities on MHAFB.

• Contractor must provide weekly progress reports and submittals for review.

• Final acceptance meeting required, with a punch list of deficiencies to be addressed.

Solicitation / RFP / RFQ

This solicitation seeks proposals for "Maintain Airfield Markings and Rubber Removal" at Mountain Home AFB. The project involves runway rubber removal and maintenance.
