Statement of Work (SOW) / Performance Work Statement (PWS)

To design, furnish, install, configure, and test a complete video surveillance system at Cannon Air Force Base, New Mexico.

• Provide a turnkey solution including system design, layout, equipment procurement, installation, configuration, testing, validation, and user orientation.

• The system will operate as a standalone unit and will not connect to any Government network.

• System Components:

  • One (1) NVR system with minimum 30-day retention.
  • Six (6) 4K dome cameras.
  • Two (2) 8MP fisheye cameras.
  • Three (3) 4K multi-head exterior cameras.
  • One (1) workstation with monitor(s), PoE switches, UPS.

• Installation: Install all hardware, cabling, and infrastructure (Cat6, conduit, mounting equipment).

• Performance: Provide full coverage with no blind spots, continuous recording, and 30-day retention.

• Standalone Operation: System must not use Wi-Fi, cloud services, remote access, or external data transmission unless approved.

• Equipment: All equipment must be new, commercially available, and meet or exceed requirements.

• Compliance: Comply with FAR 52.204-24 and 52.204-25 (Section 889).

• Full coverage with no blind spots.

• Continuous recording.

• 30-day data retention.

• Period: 30 Days After Award.

• Place: Building 848, Cannon AFB, NM.

• Security: Contractor personnel must comply with base access, escort, and background check requirements. PII submission via secure methods.

• Government-Furnished Information: Government will identify coverage areas and provide workspace access.

• Contractor Submittals: Provide Bill of Materials (BOM), product specifications, system layout, and Section 889 compliance certification.

• Inspection & Acceptance: System will be inspected for functionality and compliance. Deficiencies must be corrected at no cost.

• Warranty: Minimum one (1) year warranty on all equipment and installation.
