Key areas of interest include Seeker Science and Technology (S&T), Warhead Energetics, Software Defined Radio Prototyping, Prototype integration, WOSA modeling, Advanced system reprogramming concepts, Artificial Intelligence and Machine Learning (AI/ML) Implementation, Hardware and Software Design, System Modeling, Data Mining, Computer Networks, MBSE Related Software Development Kits, WOSA Domain Software Design, Munitions Open Architecture Test and Evaluation Lab (MOATEL) Testing, and Mission Planning Software.

Contract & Timeline
Awards may result in an Other Transaction (OT) agreement under 10 U.S.C 4022 or a FAR Part 12 contract. The CSO has been extended and is open until June 4, 2026. No funding is currently available, and Government obligation is contingent upon appropriated funds. The latest administrative update to the CSO was on February 3, 2026.
Submission & Evaluation
Solution briefs are submitted in response to specific "spirals," which can be "Closed" (submissions by deadline) or "Open" (submissions accepted anytime). Commercial Solution Briefs (CSBs) are evaluated against CSO criteria, with potential requests for additional information or virtual demonstrations. Commercial Solution Proposals (CSPs) will request technical and price proposals. Evaluation factors primarily include technical merit, importance to agency programs, and funds availability, with price considered appropriately. The Government is not obligated to pay for responses.
Eligibility & Notes
There is no specific set-aside for this CSO. Vendors receiving prototype OT project awards will be required to share one-third of the project cost, unless they are a non-traditional defense contractor, small business, or a team consisting entirely of such entities. Foreign participation at the prime level is prohibited. The CSO is UNCLASSIFIED. Information submitted is exempt from FOIA for 5 years from receipt.
