Potential customers include AFLCMC/EB divisions, SOCOM Det-1, AFRL, and AFNWC.

Contract & Award Details

Awards may result in an Other Transaction (OT) agreement under 10 U.S.C. 4022, a FAR Part 12 contract, or no contract at all. The CSO is open continuously, with a current closing date of June 4, 2027. No funding is currently available, and Government obligations are contingent upon the availability of appropriated funds.

Submission & Evaluation

Solution briefs are submitted in response to specific "spirals," which will detail AOIs, submission deadlines, and technical evaluation criteria. Spirals can be "Closed" (submissions by deadline) or "Open" (submissions accepted anytime). Commercial Solution Briefs (CSBs) will be evaluated against CSO criteria, potentially leading to requests for additional information or virtual demonstrations. Commercial Solution Proposals (CSPs) may be requested. Evaluation factors will primarily focus on technical merit, importance to agency programs, and funds availability. Price will be considered for fairness and reasonableness.

Eligibility & Notes

This is a competitive CSO. Vendors must have a Unique Entity Identifier (UEI) and be registered in SAM. Foreign participation at the prime level is prohibited. Vendors receiving prototype OT awards may be required to contribute one-third of the project cost, unless they are a non-traditional defense contractor, small business, or a team consisting entirely of such entities.
