Contract Details

  • Type: Commercial Solutions Opening (CSO) under 10 U.S.C. 3458 (now 10 U.S.C. 4022 for prototype OTs). Awards may result in an Other Transaction (OT) agreement, a FAR Part 12 contract, or no contract.
  • Duration: Open until June 4, 2026.
  • Set-Aside: None specified for the CSO itself. However, vendors receiving prototype OT project awards will be required to share one-third of the project cost, unless they are a non-traditional defense contractor, small business, or a team consisting entirely of such entities.
  • Funding: Funds are not currently available, and the Government's obligation is contingent upon the availability of appropriated funds.

Submission & Evaluation

Specific requirements and submissions will be posted as "spirals" with calls to action. Spirals can be "Closed" (submissions by deadline) or "Open" (submissions accepted anytime). Commercial Solution Briefs (CSBs) will be evaluated against criteria stated in the CSO, potentially leading to invitations for additional information or virtual demonstrations. Commercial Solution Proposals (CSPs) will request technical and price proposals. Evaluation factors will primarily be technical merit, importance to agency programs, and funds availability, with price considered appropriately. The Government is not obligated to pay for responses.
