Quick Summary
The Air Force Life Cycle Management Center (AFLCMC) Armament Directorate at Eglin AFB, FL, is utilizing a Commercial Solutions Opening (CSO) for Rapid Response (ADRR) Innovative Execution. This CSO, extended until June 4, 2027, seeks innovative commercial products and services to rapidly develop and characterize new technologies and system concepts for the U.S. Air Force. Specific requirements will be issued as "spirals" with calls to action. This CSO may lead to FAR Part 12 contracts or Other Transactions (OT).
Purpose & Scope
The primary objective is to exploit commercial items and services for rapid response to shifting requirements across all lifecycle phases of weapons execution. The CSO aims to develop novel weapons capabilities and characterize new technologies, supporting areas like weapons systems requirements development, studies, and demonstrations. Potential customers include AFLCMC/EB divisions, SOCOM Det-1, AFRL, and AFNWC.
Key Areas of Interest (AOIs) for future spirals include:
- Seeker Science and Technology (S&T) and Prototyping
- Warhead Energetics, Prototyping, and Modeling
- Software Defined Radio Prototyping, weapon-to-weapon communications
- Prototype integration, WOSA modeling, and testing
- Advanced system reprogramming concepts
- Artificial Intelligence and Machine Learning Implementation
- Hardware and Software Design, Test, and Qualification
- System Modeling, Data Mining, Collection, Analysis
- Computer Networks and Networking, Software & Tools
- MBSE Related Software Development Kits (SDKs), WOSA Domain Software Design & Architecture
- Software DevSecOps Factory and/or Pipelines
- Test and Evaluation Labs (e.g., MOATEL, SWIL, HWIL)
- Platform integration and system testing, Mission Planning and Data Software
Contract & Award Details
Awards may result in an Other Transaction (OT) agreement under 10 U.S.C. 4022, a FAR Part 12 contract, or no contract at all. The CSO is open continuously, with a current closing date of June 4, 2027. No funding is currently available, and Government obligations are contingent upon the availability of appropriated funds.
Submission & Evaluation
Solution briefs are submitted in response to specific "spirals," which will detail AOIs, submission deadlines, and technical evaluation criteria. Spirals can be "Closed" (submissions by deadline) or "Open" (submissions accepted anytime). Commercial Solution Briefs (CSBs) will be evaluated against CSO criteria, potentially leading to requests for additional information or virtual demonstrations. Commercial Solution Proposals (CSPs) may be requested. Evaluation factors will primarily focus on technical merit, importance to agency programs, and funds availability. Price will be considered for fairness and reasonableness.
Eligibility & Notes
This is a competitive CSO. Vendors must have a Unique Entity Identifier (UEI) and be registered in SAM. Foreign participation at the prime level is prohibited. Vendors receiving prototype OT awards may be required to contribute one-third of the project cost, unless they are a non-traditional defense contractor, small business, or a team consisting entirely of such entities.
