Contract Details
Awards may result in an Other Transaction (OT) agreement under 10 U.S.C. 4022 or a FAR Part 12 contract. The CSO is open continuously, with a current closing date of June 4, 2027. No funding is currently available; obligations are contingent upon the availability of appropriated funds.
Submission & Evaluation
Solution briefs are submitted in response to specific "spirals," which will outline submission deadlines and evaluation criteria. Spirals can be "Closed" (submissions by deadline) or "Open" (submissions accepted anytime). Commercial Solution Briefs (CSBs) will be evaluated against CSO criteria, potentially leading to requests for additional information or virtual demonstrations. Evaluation factors will primarily be technical merit, importance to agency programs, and funds availability. Price will be considered for fairness and reasonableness.
Eligibility
This is a competitive opportunity. Vendors must have a Unique Entity Identifier (UEI) and be registered in SAM. Foreign participation at the prime level is prohibited. Vendors receiving prototype OT awards may be required to share project costs unless they are a non-traditional defense contractor, small business, or a team entirely of such entities.
