Contract Details

Awards may result in an Other Transaction (OT) agreement under 10 U.S.C 4022 or a FAR Part 12 contract. No funding is currently available, and the Government's obligation is contingent upon the availability of appropriated funds. The CSO is UNCLASSIFIED, and foreign participation at the prime level is prohibited.

Submission & Evaluation

Solution briefs are submitted in response to specific "spirals," which can be "Closed" (submissions by deadline) or "Open" (submissions accepted anytime). Commercial Solution Briefs (CSBs) are evaluated against CSO criteria, and offerors may be invited for demonstrations. Commercial Solution Proposals (CSPs) will request technical and price proposals. Evaluation factors primarily include technical merit, importance to agency programs, and funds availability, with price considered as appropriate. The Government is not obligated to pay for responses.

Eligibility

Vendors receiving prototype OT project awards will be required to share one-third of the project cost, unless they are a non-traditional defense contractor, small business, or a team consisting entirely of such entities.
