This document is an umbrella solicitation for the Air Force Life Cycle Management Center (AFLCMC) Armament Directorate Rapid Response (ADRR) Commercial Solutions Opening (CSO) for Innovative Execution. The CSO aims to acquire innovative commercial products or services to rapidly develop and characterize new technologies and system concepts for the U.S. Air Force. The objective is to exploit commercial items and services for rapid response to shifting requirements across all lifecycle phases of weapons execution. Potential customers include AFLCMC/EB divisions, SOCOM Det-1, Air Force Research Lab (AFRL), and the Air Force Nuclear Warfare Center (AFNWC), as well as 96th Test Wing units.

This CSO does not solicit solution briefs directly. Instead, specific requirements and submissions will be posted as "spirals" with specific calls to action. These spirals will detail the Area of Interest (AOI), period of performance, and technical evaluation criteria. Potential areas of interest include:

Awards may result in an Other Transaction (OT) agreement under 10 U.S.C 4022, a FAR Part 12 contract, or no contract at all. The CSO has been extended and is open until June 4, 2026. Funds are not currently available, and the Government's obligation is contingent upon the availability of appropriated funds.

• Solution briefs are submitted in response to "spirals." Spirals can be "Closed" (submissions by date/time with evaluations after deadline) or "Open" (submissions accepted anytime with evaluations upon receipt).

• Commercial Solution Briefs (CSBs) will be evaluated against criteria stated in the CSO. Offerors may be invited to provide additional information or virtual demonstrations.

• Commercial Solution Proposals (CSPs) will request technical and price proposals.

• The Government is not obligated to pay for responses to the CSO or spiral proposal activity.

• Evaluation factors will primarily be technical merit, importance to agency programs, and funds availability. Price will be considered to the extent appropriate.

• Vendors receiving prototype OT project awards will be required to share the cost/contribute one-third of the project cost, unless they are a non-traditional defense contractor, small business, or a team consisting entirely of such entities.

• The CSO is UNCLASSIFIED.

• Foreign participation at the prime level is prohibited.

• Information submitted is exempt from FOIA for 5 years from receipt.
