Purpose & Scope

This umbrella solicitation aims to exploit commercial items and services for rapid response to shifting requirements across all lifecycle phases of weapons execution. Specific requirements and submissions will be posted as "spirals" with distinct calls to action. Potential customers include AFLCMC/EB divisions, SOCOM Det-1, AFRL, AFNWC, and 96th Test Wing units.

Contract Details

Awards may result in an Other Transaction (OT) agreement under 10 U.S.C 4022 or a FAR Part 12 contract. The CSO is open until June 4, 2026. No funding is currently available, and the Government's obligation is contingent upon the availability of appropriated funds. There is no specific set-aside for the overall CSO; however, vendors receiving prototype OT project awards will be required to share one-third of the project cost, unless they are a non-traditional defense contractor, small business, or a team consisting entirely of such entities. Foreign participation at the prime level is prohibited.

  • Seeker Science and Technology (S&T) and Prototyping
  • Warhead Energetics, Prototyping, and Modeling
  • Software Defined Radio Prototyping
  • Prototype integration, WOSA modeling, and testing
  • Advanced system reprogramming concepts
  • Artificial Intelligence and Machine Learning Implementation
  • Hardware and Software Design, Test, and Qualification
  • System Modeling, Data Mining, Collection, Analysis
  • Computer Networks and Networking, Software & Tools
  • MBSE Related Software Development Kits, WOSA Domain Software Design & Architecture
  • Munitions Open Architecture Test and Evaluation Lab (MOATEL) Testing
  • Mission Planning Software

Submission & Evaluation

Solution briefs are submitted in response to specific "spirals," which can be "Closed" (submissions by deadline) or "Open" (submissions accepted anytime). Commercial Solution Briefs (CSBs) and Commercial Solution Proposals (CSPs) will be evaluated primarily on technical merit, importance to agency programs, and funds availability, with price considered as appropriate. The Government is not obligated to pay for responses.

Current Activities & Amendments

The CSO has been updated multiple times, including administrative updates and the addition of articles. The latest update on March 20, 2026, administratively updated Attachment 2 - Weapons GRA Quick Start Guide from version 4.1 to version 5.1. Past spirals included the ERAM Spiral RFP (closed July 26, 2024), Lugged Affordable Cruise Missile (LACM) Request for Information (closed July 28, 2025), and Counter-Air Missile Program (CAMP) Request for White Papers. An Industry Day for AFLCMC/EBIW is scheduled for May 5-6, 2026, at the University of Florida Research and Engineering Education Facility (REEF). An RFI with further details will be posted later.
