Quick Summary
The Department of the Air Force (DAF), through the Air Force Test Center (AFTC) and Arnold Engineering Development Complex (AEDC), is seeking whitepapers for membership in the AEDC Velocity Alliance. This multi-billion dollar Other Transaction Authority (OTA) consortium, established under 10 U.S.C. § 4022, aims to accelerate the modernization of national test infrastructure for next-generation defense systems. Projects under this initiative will be competed exclusively among Alliance members.
Purpose & Scope
The strategic purpose is to establish a pre-qualified industrial base to execute a multi-billion dollar portfolio of complex engineering and construction projects at AEDC through Fiscal Year 2032. The Alliance will focus on sustaining, restoring, and modernizing critical test assets and supporting utilities, covering a broad spectrum of construction, industrial, process systems, electrical, fire suppression, equipment repair, and engineering services.
Contract Details
This is an unfunded Request for Whitepapers for consortium membership, not a direct contract award. Financial obligations will only begin upon the award of specific, funded Project-Level Agreements to Alliance members. The primary NAICS code for consortium onboarding is 541330 - Engineering Services, and the primary PSC code is AC13 - National Defense R&D Services; Department Of Defense - Military; Experimental Development.
Eligibility & Requirements
To join the Alliance, vendors must submit a whitepaper demonstrating capabilities and meeting mandatory certifications and technical competency. Key requirements include:
- Joint Certification Program (JCP): Current certification is mandatory.
- Cybersecurity Maturity Model Certification (CMMC): CMMC Level 2 certification or an alternative compliance path including a NIST SP 800-171 Assessment and a viable CMMC Level 2 compliance roadmap with a hard deadline of November 2026. Roadmaps reflecting achievement after November 2026 will not be considered responsive.
- Partnership Capability: Whitepapers must identify at least one partner that is a Non-Traditional Defense Contractor (NDC), a Small Business, or a Nonprofit Research Institution (e.g., university, national lab). This applies even if the prime is a small business, emphasizing the ability to form innovative teams. Partners must be identified by name and CAGE code, with their capabilities linked to technical projects.
- Whitepaper Format: Submissions must be a single, searchable PDF, not exceeding ten pages (including cover page if used).
Evaluation
Evaluation is a four-part Pass/Fail process: Mandatory Certifications, Technical Competency, Intellectual Property Rights Acknowledgement, and Innovation and Partnership Capability. Vendors must receive a "Pass" on all four parts to be considered for membership. Successful vendors will be invited to a mandatory site visit at Arnold Air Force Base, TN.
