- High, Medium, and Low Voltage Electrical Systems

- Equipment Repair
- Mechanical, Electrical, and Instrumentation, Data, and Control (ID&C) Engineering Services
- Utilities
The program anticipates a multi-billion dollar investment through FY2032, with approximately 135 planned projects totaling $550 million for FY2026-FY2027.

Submission & Evaluation
Whitepapers, limited to ten pages, must be submitted electronically via email. Evaluation is a four-part Pass/Fail process covering:
- Mandatory Certifications: Current Joint Certification Program (JCP) and Cybersecurity Maturity Model Certification (CMMC) Level 2. An alternative path requires a NIST SP 800-171 assessment and a CMMC Level 2 roadmap showing C3PAO Certification by November 2026. Roadmaps indicating certification after this date will be non-responsive.
- Technical Competency: Demonstrated past performance (completed projects within the last five years) in relevant project types.
- Intellectual Property Rights Acknowledgement.
- Innovation and Partnership Capability: Identification of a partner (NDC, Small Business, or Nonprofit Research Institution) by name and CAGE code, detailing their contribution. This applies even if the prime is a small business.
Successful whitepaper submissions will lead to an invitation for a mandatory group site visit. Final membership is contingent upon successful completion of the site visit and execution of a Membership Agreement. Project-level competitions among members will generally be Best Value, with a preference for Firm-Fixed-Price (FFP) milestone-based structures.
