Quick Summary

The Department of the Air Force (DAF), through the Arnold Engineering Development Complex (AEDC), is seeking whitepapers for membership in the AEDC Velocity Alliance, a multi-billion dollar Other Transaction Agreement (OTA) consortium established under 10 U.S.C. § 4022. This initiative aims to accelerate the modernization of national test infrastructure for next-generation defense systems. Projects will be competed exclusively among Alliance members. The first whitepaper submission deadline is June 1, 2026.

Scope of Work

The Alliance will address the sustainment, restoration, and modernization of critical test infrastructure at AEDC and other Air Force Test Center (AFTC) installations. This includes a diverse portfolio of projects across 15 technical categories such as:

  • General and Industrial Construction
  • Low, High, and Hazardous Pressure Process Systems
  • High, Medium, and Low Voltage Electrical Systems
  • Fire Suppression
  • Equipment Repair
  • Mechanical, Electrical, and Instrumentation, Data, and Control (ID&C) Engineering Services
  • Utilities

The program anticipates a multi-billion dollar investment through FY2032, with approximately 135 planned projects totaling $550 million for FY2026-FY2027.

Contract & Timeline

  • Type: Request for Whitepapers for OTA Consortium Membership
  • Authority: 10 U.S.C. § 4022
  • Whitepapers Due (Opportunity 1): June 1, 2026, COB (Central Daylight Time)
  • Mandatory Site Visit Window (Opportunity 1): June 1 – June 30, 2026
  • Anticipated Consortium Live Date: July 1, 2026
  • Whitepapers Due (Opportunity 2): September 1, 2026, COB
  • Notice Active Until: September 30, 2032
  • Set-Aside: None specified for consortium membership. However, a mandatory partnership with a Non-Traditional Defense Contractor (NDC), Small Business, or Nonprofit Research Institution is required.

Submission & Evaluation

Whitepapers, limited to ten pages, must be submitted electronically via email. Evaluation is a four-part Pass/Fail process covering:

  1. Mandatory Certifications: Current Joint Certification Program (JCP) and Cybersecurity Maturity Model Certification (CMMC) Level 2. An alternative path requires a NIST SP 800-171 assessment and a CMMC Level 2 roadmap showing C3PAO Certification by November 2026. Roadmaps indicating certification after this date will be non-responsive.
  2. Technical Competency: Demonstrated past performance (completed projects within the last five years) in relevant project types.
  3. Intellectual Property Rights Acknowledgement.
  4. Innovation and Partnership Capability: Identification of a partner (NDC, Small Business, or Nonprofit Research Institution) by name and CAGE code, detailing their contribution. This applies even if the prime is a small business.

Successful whitepaper submissions will lead to an invitation for a mandatory group site visit. Final membership is contingent upon successful completion of the site visit and execution of a Membership Agreement. Project-level competitions among members will generally be Best Value, with a preference for Firm-Fixed-Price (FFP) milestone-based structures.

Additional Notes

This is an unfunded solicitation for qualification; vendors are responsible for all costs. All consortium members in good standing will receive all Project Opportunity Announcements (POAs).
