Opportunity Overview
The AEDC Velocity Alliance is a strategic, government-managed consortium established under 10 U.S.C. § 4022. Its purpose is to create a pre-qualified industrial base to execute a multi-billion dollar portfolio of complex engineering and construction projects through Fiscal Year 2032. All projects under this initiative will be competed exclusively among Alliance members. The DAF anticipates approximately 135 projects totaling $550 million for FY26-FY27.
Membership Requirements
To join, vendors must submit a whitepaper (maximum 10 pages) demonstrating capabilities and meeting mandatory criteria:
- Certifications: Current Joint Certification Program (JCP) and Cybersecurity Maturity Model Certification (CMMC) Level 2. An alternative path requires a NIST SP 800-171 assessment and a CMMC Level 2 roadmap showing full C3PAO certification by November 2026. Roadmaps extending beyond this date will not be considered responsive.
- Technical Competency: Demonstrated past performance within the last five years in relevant project types.
- Innovation & Partnership Capability: Identification of at least one partner that is a Non-Traditional Defense Contractor (NDC), a Small Business, or a Nonprofit Research Institution (e.g., a university). This requirement applies even if the prime contractor is a small business, emphasizing team-building capabilities.

Contract Details
This is an unfunded solicitation for qualification. There is no set-aside for Alliance membership. Financial obligations begin only upon the award of specific, funded Project-Level Agreements to Alliance members. Projects will generally be evaluated on a Best Value basis, with a preference for Firm-Fixed-Price (FFP) milestone-based structures. All consortium members will receive all Project Opportunity Announcements (POAs) without filtering.
Scope of Work
Projects will cover 15 technical categories for infrastructure sustainment, restoration, and modernization, including General Construction, Industrial Construction, various Process Systems (low/high pressure, hazardous), Electrical Systems (high/medium/low voltage), Fire Suppression, Equipment Repair, Mechanical/Electrical/ID&C Engineering Services, and Utilities. All projects are expected to involve Controlled Unclassified Information (CUI), making CMMC Level 2 a foundational security standard.
