Purpose & Scope
The AEDC Velocity Alliance, managed by the Air Force Test Center (AFTC) and Arnold Engineering Development Complex (AEDC), will establish a pre-qualified industrial base to execute a multi-billion dollar portfolio of complex engineering and construction projects through Fiscal Year 2032. The program focuses on sustaining and advancing AEDC's flight simulation test facilities through improvement, modernization, restoration, and maintenance of critical test assets and supporting utilities. Project categories include General Construction, Industrial Construction, various Process Systems (low/high pressure, hazardous), Electrical (high/medium/low voltage), Fire Suppression, Equipment Repair, and Mechanical, Electrical, and ID&C Engineering Services. Performance locations include Holloman AFB, Arnold AFB, Tunnel 9 (MD), and NFAC (CA).
Membership & Eligibility
Membership is open to qualified vendors who can demonstrate partnership capability. Whitepapers must identify a partner that is a Non-Traditional Defense Contractor (NDC), a Small Business, or a Nonprofit Research Institution (universities are strong candidates). Even small businesses must identify a partner. Mandatory certifications include a current Joint Certification Program (JCP) and Cybersecurity Maturity Model Certification (CMMC) Level 2. For CMMC, vendors must either be certified or provide a NIST SP 800-171 DoD Assessment in SPRS and a detailed CMMC Level 2 compliance roadmap showing full C3PAO Certification by November 2026. Roadmaps indicating certification after this date will not be considered responsive.
Submission Requirements
Interested vendors must submit a whitepaper, not exceeding ten pages, as a single, searchable PDF. The whitepaper will be evaluated on a four-part Pass/Fail basis: Mandatory Certifications, Technical Competency, Intellectual Property Rights Acknowledgement, and Innovation and Partnership Capability. Successful vendors will be invited to a mandatory group site visit at Arnold Air Force Base, TN, followed by the execution of a Membership Agreement. This is an unfunded solicitation for qualification; financial obligations begin only upon award of specific, funded Project-Level Agreements.
