Purpose & Scope
The AEDC Velocity Alliance seeks to establish a pre-qualified industrial base to sustain, restore, and modernize critical test infrastructure at AEDC and other AFTC installations (e.g., Holloman AFB, Tunnel 9, NFAC). Projects will span 15 technical categories, including General Construction, Industrial Construction, Low/High/Hazardous Pressure Process Systems, High/Medium/Low Voltage Electrical, Fire Suppression, Equipment Repair, Mechanical/Electrical/ID&C Engineering Services, and Utilities. The goal is to enhance operational readiness, integrate innovative engineering solutions, and ensure long-term viability of test facilities through Fiscal Year 2032.
Contract Details
This is an unfunded Request for Whitepapers for membership in the Alliance, not a direct contract award. Financial obligations will only commence upon the award of specific, funded Project-Level Agreements (PLAs) to Alliance members. The government will manage the consortium internally. Project competitions will generally use Best Value evaluations and prefer Firm-Fixed-Price (FFP) milestone-based structures. All consortium members will receive all Project Opportunity Announcements (POAs), with no filtering or sub-pools.
Eligibility & Evaluation
Vendors must submit a whitepaper (maximum ten pages, including any cover page) demonstrating capabilities. Evaluation is a four-part Pass/Fail process:
- Mandatory Certifications: Current Joint Certification Program (JCP) and Cybersecurity Maturity Model Certification (CMMC) Level 2 (or an alternative path requiring a NIST SP 800-171 assessment and a CMMC Level 2 roadmap showing full C3PAO Certification by November 2026). Roadmaps targeting certification after November 2026 will not be considered responsive.
- Technical Competency: Demonstrated through responses to project-type questions, based on completed projects within the last five years.
- Intellectual Property Rights Acknowledgement.
- Innovation and Partnership Capability: Whitepapers must identify at least one partner that is a Non-Traditional Defense Contractor (NDC), a Small Business, or a Nonprofit Research Institution (e.g., university). Even small businesses acting as prime must identify a partner to demonstrate team-building capability. Partner name, CAGE code, and contribution explanation are required.
Successful whitepaper submissions will lead to an invitation for a mandatory site visit, followed by the execution of a Membership Agreement.
