Submission Requirements
Interested vendors must submit a whitepaper (single, searchable PDF, not exceeding ten pages, including all parts, appendices, and cover page if used) addressing four key areas:
- Mandatory Certifications: Current Joint Certification Program (JCP) and Cybersecurity Maturity Model Certification (CMMC) Level 2. An alternative path requires a NIST SP 800-171 assessment and a detailed roadmap demonstrating full CMMC Level 2 C3PAO Certification by November 2026. Roadmaps targeting certification after this date will not be considered responsive.
- Technical Competency: Responses to specific project type questions, based on completed projects within the last five years.
- Intellectual Property Rights Acknowledgement.
- Innovation and Partnership Capability: Identification of at least one partner that is a Non-Traditional Defense Contractor (NDC), a Small Business, or a Nonprofit Research Institution (e.g., university). Even small business prime contractors must identify a partner to demonstrate team-building capability. The partner's name, CAGE code, and contribution must be detailed.
Scope of Work & Projects
The program covers infrastructure sustainment, restoration, and modernization across 15 technical categories, including:
- General and Industrial Construction
- Low, High, and Hazardous Pressure Process Systems
- Various Electrical Systems (High, Medium, Low Voltage)
- Fire Suppression, Equipment Repair
- Mechanical, Electrical, and ID&C Engineering Services
- Utilities Performance locations include Holloman AFB, Arnold AFB, Tunnel 9, NFAC, and other AFTC installations.
Evaluation & Contract Details
Whitepapers will undergo a Pass/Fail evaluation across the four submission parts. Successful vendors will be invited to a mandatory site visit. Final membership is contingent upon successful completion of the site visit and execution of a Membership Agreement. This is an unfunded solicitation for qualification; financial obligations begin only upon award of specific, funded Project-Level Agreements. Project competitions among members will generally be Best Value and prefer Firm-Fixed-Price (FFP) milestone-based structures.
