Purpose & Scope

The AEDC Velocity Alliance will establish a pre-qualified industrial base to execute a multi-billion dollar portfolio of complex engineering and construction projects through Fiscal Year 2032. Projects will focus on sustainment, restoration, and modernization of critical test assets and supporting utilities at locations like Arnold Air Force Base, Holloman AFB, and others. Project categories include:

  • General & Industrial Construction
  • Low/High Pressure & Hazardous Process Systems
  • High/Medium/Low Voltage Electrical Systems
  • Fire Suppression, Equipment Repair
  • Mechanical, Electrical, and ID&C Engineering Services

Membership Requirements

This is an unfunded Request for Whitepapers for Alliance membership. Vendors must submit a whitepaper (max 10 pages) demonstrating:

  • Mandatory Certifications: Current Joint Certification Program (JCP) and Cybersecurity Maturity Model Certification (CMMC) Level 2. An alternative path requires a NIST SP 800-171 DoD Assessment and a detailed CMMC Level 2 roadmap showing full C3PAO Certification by November 2026. The prime member is responsible for ensuring subcontractors meet CMMC requirements.
  • Technical Competency: Responses to project-type questions, demonstrating past performance with completed projects within the last five years.
  • Innovation & Partnership Capability: Identification of at least one partner that is a Non-Traditional Defense Contractor (NDC), Small Business, or Nonprofit Research Institution (e.g., university, national laboratory). This applies even if the prime is a small business.
  • Intellectual Property Rights Acknowledgement.

Evaluation

Whitepapers undergo a four-part Pass/Fail evaluation. Successful vendors will be invited to a mandatory site visit. Project-level competitions among Alliance members will generally be evaluated on a Best Value basis, with a preference for Firm-Fixed-Price (FFP) milestone-based structures. All members will receive Project Opportunity Announcements (POAs).
