Contract Details
Awards may include FAR contracts (under FAR Part 12, Commercial Procedures) or non-FAR agreements such as transaction agreements (10 U.S.C 4022) and Cooperative Agreements (31 U.S.C. 6305). Contracts will be fixed-price, including fixed-price incentive fee. The period of performance for solutions is generally no greater than 12 months, unless specified otherwise in a particular Area of Interest (AoI).
Submission & Evaluation
The process is multi-phased:
- Phase 1: Submission of a written solution brief (max 5 pages/15 slides), evaluated on responsiveness, technical merit, and affordability.
- Phase 2 (if applicable): Presentation to demonstrate technical and business viability, evaluated on relevancy, technical merit, uniqueness, risk, and affordability.
- Phase 3: Request for Commercial Solution Proposal (CSP) for selected offerors, requiring Technical and Price Volumes. Evaluation criteria include merit/risk of technical approach, realism of performance schedule, and fairness/reasonableness of price.
Eligibility
This CSO is open to commercial entities, including nontraditional defense contractors and nonprofit institutions. Foreign-owned businesses may submit, but may require necessary clearances. Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov prior to award.
