Purpose & Scope

This includes commercially available technologies, concept demonstrations, pilots, and agile development activities.
Contract & Timeline
Awards may be structured as fixed-price contracts, fixed-price incentive fee contracts, FAR contracts under FAR Part 12, transaction agreements (10 U.S.C 4022), or Cooperative Agreements (31 U.S.C. 6305). The period of performance for solutions is generally no greater than 12 months. The overall CSO remains open until January 9, 2029.
Submission & Evaluation
The process is multi-phased:
- Phase 1: Submission of a written solution brief (max 5 pages/15 slides), evaluated on responsiveness, technical merit, and affordability.
- Phase 2 (if applicable): Presentation to demonstrate technical and business viability.
- Phase 3: Request for Commercial Solution Proposal (CSP) for selected offerors, requiring Technical and Price Volumes. Evaluation criteria include merit/risk of technical approach, realism of performance schedule, and fairness/reasonableness of price. The government will not pay for proposal development costs.

Eligibility & Notes
