Purpose & Scope

Contract Details
Awards may be structured as FAR contracts under FAR Part 12 (Commercial Procedures) or non-FAR agreements such as transaction agreements (10 U.S.C 4022) or Cooperative Agreements (31 U.S.C. 6305). The period of performance for solutions is generally no greater than 12 months, unless otherwise specified in a particular Area of Interest (AoI). There is no set-aside specified; it is open to commercial entities, including nontraditional defense contractors and nonprofit institutions. Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov prior to award.
Submission & Evaluation
The multi-phased competitive process typically involves:
- Phase 1: Solution Brief (max 5 pages or 15 slides), evaluated on responsiveness, technical merit (uniqueness, innovation), and affordability.
- Phase 2: Presentation (if applicable), demonstrating technical and business viability.
- Phase 3: Commercial Solution Proposal (CSP), including a Technical Volume (detailed work plan, deliverables) and a Price Volume (cost analysis). Evaluation criteria for proposals include the merit/risk of the technical approach, realism of the performance schedule, and fairness/reasonableness of price. The government will not pay for proposal development costs and reserves the right to forgo phases.
