Amendment 3 to the Ground Maneuver Commercial Solutions Opening (CSO) adds a new Area of Interest (AoI) titled "AS3 SURVEYOR INTERCEPTOR" to Section 6, General Area of Interest (AoI).

• Section 6, General Area of Interest (AoI): Addition of "AS3 SURVEYOR INTERCEPTOR".

This amendment introduces a new AoI for which interested companies can submit proposals. Companies should check www.SAM.gov for new AoI postings, as additional AoIs may be added throughout the CSO's duration, potentially including specific submission dates. The "AS3 SURVEYOR INTERCEPTOR" AoI has a suspense date for submittal of COB 02/10/2026.

Amendment / Modification

Amendment 2 revises Section 6, General Area of Interest (AoI), by closing the following AoIs:

• INFANTRY SQUAD VEHICLE (ISV) COMPREHENSIVE MAINTENANCE AND FIELDING SUPPORT

• TRANSPORTABLE C-sUAS PROTOTYPE

• Section 6, General Area of Interest (AoI)

This amendment does not appear to impact any current submission deadlines or requirements for other active Areas of Interest under this Commercial Solutions Opening (CSO). Bidders should note that the previously listed AoIs are no longer open for submissions.

Amendment / Modification

• Adding a new Area of Interest (AoI) titled "TRANSPORTABLE C-sUAS PROTOTYPE".

This document is a Commercial Solutions Opening (CSO) Special Notice from the Army Contracting Command – Detroit Arsenal (ACC-DTA), dated January 8, 2026. It seeks innovative commercial technologies, products, and services to modernize the Army's Organic Industrial Base and enhance defense manufacturing capabilities. The CSO uses a streamlined acquisition process authorized under DFARS Subpart 212-70 for rapid award decisions, with contracts structured as fixed-price or fixed-price incentive fee.

The CSO enables the procurement of solutions relevant to enhancing ground vehicle systems capabilities. This includes commercially available technologies, concept demonstrations, pilots, and agile development activities. The process may involve multi-phased solicitations (Solution Brief, Presentation, Commercial Solution Proposal) depending on specific Areas of Interest (AoIs).

Awards may be structured as FAR contracts under FAR Part 12 or non-FAR agreements such as transaction agreements (10 U.S.C 4022) or Cooperative Agreements (31 U.S.C. 6305). The period of performance for solutions is generally no greater than 12 months, unless otherwise specified in an AoI.

• Phase 1: Submission of a written solution brief (max 5 pages or 15 slides), evaluated on responsiveness, technical merit (uniqueness, innovation), and affordability.
• Phase 2 (if applicable): Presentation to demonstrate technical and business viability. Evaluation based on relevancy, technical merit, uniqueness, risk (technical, schedule, business, IP), and affordability.
• Phase 3: Request for Commercial Solution Proposal (CSP) for selected offerors. Proposals require a Technical Volume (detailed work plan, deliverables) and a Price Volume (cost analysis, labor categories, materials).
• Evaluation criteria for proposals include merit/risk of technical approach, realism of performance schedule, and fairness/reasonableness of price.

Open to commercial entities, including nontraditional defense contractors and nonprofit institutions. Foreign-owned businesses may submit, but may require necessary clearances. Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov prior to award.

Two AoIs are currently posted:

1. LOW COLLATERAL KINETIC INTERCEPTOR: Seeking C-UAS capabilities (lightweight, specific size, range, speed, endurance). Requires Ground Control Stations and contractor-presented training. Initial purchase includes 8 GCS, 1000 interceptors, 2 training courses with phased delivery by July 1, 2026. Submission deadline: COB January 13, 2026.
2. INFANTRY SQUAD VEHICLE (ISV) COMPREHENSIVE MAINTENANCE AND FIELDING SUPPORT: Seeking comprehensive maintenance and fielding support for ISV fleets, including technical assistance, training, diagnostics, and Total Package Fielding (TPF) support. Anticipated period of performance: February 2026 - February 2027. Phase 1 submission deadline: January 15, 2026, 12:00 pm Eastern.

• The government will not pay for costs associated with solution brief or proposal development.
• The government reserves the right to forgo phases or move expeditiously.
• Amendments to the CSO will be posted on SAM.gov.
