Purpose & Scope

Solutions may include commercially available technologies, concept demonstrations, pilots, and agile development activities.

Contract Details

Awards may be structured as FAR contracts (Part 12), non-FAR agreements (10 U.S.C 4022), or Cooperative Agreements (31 U.S.C. 6305). Contracts will primarily be fixed-price, including fixed-price incentive fee arrangements. The period of performance for individual solutions is generally limited to 12 months unless otherwise specified.

Submission & Evaluation

The acquisition process is multi-phased:

  • Phase 1: Submit a written solution brief (max 5 pages/15 slides), evaluated on responsiveness, technical merit (uniqueness, innovation), and affordability.
  • Phase 2 (if applicable): Presentation to demonstrate technical and business viability.
  • Phase 3: Selected offerors are requested to submit a Commercial Solution Proposal (CSP), including a Technical Volume (work plan, deliverables) and a Price Volume (cost analysis). Evaluation criteria for proposals include technical approach merit/risk, schedule realism, and price fairness/reasonableness.

Eligibility & Set-Aside

This CSO is open to commercial entities, including nontraditional defense contractors and nonprofit institutions. Foreign-owned businesses may submit, subject to necessary clearances. Offerors must have a Unique Entity ID (UEI) and be registered in SAM.gov prior to award. There is no specific set-aside for this opportunity.

Additional Notes

The government will not reimburse costs for solution brief or proposal development. The government reserves the right to forgo phases or expedite the process. Amendments and new AoIs will be posted on SAM.gov.
