Purpose & Scope

It targets commercially available technologies, concept demonstrations, pilots, and agile development activities that can incrementally improve existing capabilities or introduce new concepts for broad defense application.
Contract Details
Awards may be structured as FAR contracts (under FAR Part 12, Commercial Procedures) or non-FAR agreements such as transaction agreements (10 U.S.C 4022) and Cooperative Agreements (31 U.S.C. 6305). Contracts will be fixed-price, including fixed-price incentive fee. The period of performance for individual solutions is generally no greater than 12 months, unless specified otherwise in an Area of Interest (AoI). There is no set-aside specified; it is open to commercial entities, including nontraditional defense contractors and nonprofit institutions. Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov prior to award.
Submission & Evaluation
The CSO employs a multi-phased, competitive process:
- Phase 1: Submission of a written solution brief (max 5 pages or 15 slides), evaluated on responsiveness, technical merit (uniqueness, innovation), and affordability.
- Phase 2 (if applicable): Presentation to demonstrate technical and business viability.
- Phase 3: Request for Commercial Solution Proposal (CSP) for selected offerors, requiring a Technical Volume and a Price Volume. Evaluation criteria for proposals include merit/risk of technical approach, realism of performance schedule, and fairness/reasonableness of price.
