Contract Details
Awards may be structured as FAR contracts under FAR Part 12 (Commercial Procedures), non-FAR agreements such as transaction agreements under 10 U.S.C 4022, or Cooperative Agreements under 31 U.S.C. 6305. Contracts or agreements will be fixed-price, including fixed-price incentive fee. The period of performance for solutions is generally no greater than 12 months, unless specified otherwise in an AoI.
Eligibility & Set-Aside
This CSO is open to commercial entities, including nontraditional defense contractors and nonprofit institutions. Foreign-owned businesses may submit, but may require necessary clearances. Companies must possess a Unique Entity ID (UEI) and be registered in SAM.gov prior to award. No specific set-aside is designated for this CSO.
Submission & Evaluation
The acquisition process is multi-phased, typically involving:
- Phase 1: Submission of a written solution brief (max 5 pages or 15 slides), evaluated on responsiveness, technical merit (uniqueness, innovation), and affordability.
