Purpose & Scope

Contract Details
Awards may be structured as FAR contracts under FAR Part 12 (Commercial Procedures) or non-FAR agreements such as transaction agreements (10 U.S.C 4022) and Cooperative Agreements (31 U.S.C. 6305). Contracts will be fixed-price, including fixed-price incentive fee. The period of performance for solutions is generally no greater than 12 months, unless specified otherwise in an AoI.

- Eligibility: Open to commercial entities, including nontraditional defense contractors and nonprofit institutions. Offerors must have a Unique Entity ID (UEI) and be registered in SAM.gov prior to award.
Submission & Evaluation
The process is multi-phased:
- Phase 1 (Solution Brief): Submission of a written brief (max 5 pages or 15 slides), evaluated on responsiveness, technical merit (uniqueness, innovation), and affordability.
- Phase 2 (Presentation): For selected offerors, a presentation to demonstrate technical and business viability, evaluated on relevancy, technical merit, uniqueness, risk, and affordability.
- Phase 3 (Commercial Solution Proposal - CSP): For selected offerors, a detailed proposal including a Technical Volume (work plan, deliverables) and a Price Volume (cost analysis, labor categories, materials). Evaluation criteria include merit/risk of technical approach, realism of performance schedule, and fairness/reasonableness of price. The government will not pay for costs associated with solution brief or proposal development.
