Quick Summary
The Department of the Army's ACC-DTA has issued a Ground Maneuver Commercial Solutions Opening (CSO), authorized under DFARS Subpart 212-70, to rapidly procure innovative commercial technologies for ground vehicle systems. This CSO uses a streamlined acquisition process for quick award decisions, aiming to enhance operational readiness and manufacturing capabilities. The CSO is open until January 9, 2029, with specific Areas of Interest (AoIs) having individual submission deadlines.
Purpose & Scope
This CSO seeks solutions to enhance the development, integration, demonstration, and sustainment of ground vehicle systems capabilities, supporting Army modernization priorities. It targets commercially available technologies, concept demonstrations, pilots, and agile development activities. The initiative fosters innovation and improves manufacturing operations to deliver superior capabilities to warfighters.
Contract Details
Awards may include FAR contracts under FAR Part 12 (Commercial Procedures) or non-FAR agreements such as transaction agreements (10 U.S.C 4022) and Cooperative Agreements (31 U.S.C. 6305). Contracts will be structured as fixed-price, including fixed-price incentive fee contracts. The period of performance for solutions is generally no greater than 12 months, unless otherwise specified by an AoI.
Submission & Evaluation
The process is multi-phased, typically involving:
- Phase 1: Submission of a written solution brief (max 5 pages/15 slides), evaluated on responsiveness, technical merit (uniqueness, innovation), and affordability.
- Phase 2 (if applicable): Presentation to demonstrate technical and business viability, evaluated on relevancy, technical merit, uniqueness, risk, and affordability.
- Phase 3: Request for Commercial Solution Proposal (CSP) for selected offerors, requiring a Technical Volume (work plan, deliverables) and a Price Volume (cost analysis). Evaluation criteria for proposals include merit/risk of technical approach, realism of performance schedule, and fairness/reasonableness of price.
Eligibility
This CSO is open to commercial entities, including nontraditional defense contractors and nonprofit institutions. Foreign-owned businesses may submit, provided they obtain necessary clearances. All companies must have a Unique Entity ID (UEI) and be registered in SAM.gov prior to award. There is no set-aside designation for this CSO.
