Quick Summary
The Department of the Army's ACC-DTA has issued a Ground Maneuver Commercial Solutions Opening (CSO), a special notice seeking innovative commercial technologies to modernize the Army's Organic Industrial Base and enhance defense manufacturing capabilities. This CSO utilizes a streamlined acquisition process under DFARS Subpart 212-70 for rapid award decisions, with awards structured as fixed-price or fixed-price incentive fee contracts. The CSO is open for submissions through January 9, 2029, with specific Areas of Interest (AoIs) having individual deadlines. The most recent AoI, TIGER Hackathon – Supply Chain Resilience and Advanced Manufacturing, has a white paper submission deadline of June 18, 2026.
Purpose & Scope
This CSO aims to expedite the award and delivery of critical technologies to enhance the effectiveness of ground vehicle systems capabilities, support Army modernization priorities, and improve readiness. Solutions sought include commercially available technologies, concept demonstrations, pilots, and agile development activities. The government reserves the right to extend the CSO beyond its open date. White papers and proposed solutions may be shared with other Federal Agencies.
Contract Details
Awards may be structured as FAR contracts under FAR Part 12 (Commercial Procedures), or non-FAR agreements such as transaction agreements (10 U.S.C 4022) and Cooperative Agreements (31 U.S.C. 6305). The period of performance for solutions is generally no greater than 12 months, unless specified otherwise in an AoI.
Eligibility & Submission
This opportunity is open to commercial entities, including nontraditional defense contractors and nonprofit institutions. Foreign-owned businesses may submit, but may require necessary clearances. Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov prior to award. The submission process is multi-phased, typically involving a written solution brief (Phase 1), a presentation (Phase 2), and a Commercial Solution Proposal (Phase 3). The government may forgo phases or move expeditiously.
